Customer Challenges, MVM Solutions

Our Government customer had over 90 offices throughout the United States. The primary activities of these offices were to conduct criminal and civil financial investigations and recover assets and debts. The challenge

The MVM solution

We established a centralized workflow model to streamline the high volume of investigation-related transactions. We then implemented a comprehensive reporting program that involved the regular collection of data from investigators across the country and developed a method to import this data into our customer’s proprietary database, making it readily accessible to key program stakeholders.

To help address a shortage of Government investigators, our financial investigative subject matter experts provided investigation support for high dollar-value cases, as well as ongoing support to our customer’s 59 field offices without a permanent Government investigator. In order to promote continuous improvement, we also developed and coordinated an annual 3-day conference featuring subject matter experts from both the Government and private sectors to address key trends and investigative techniques with our customer’s investigative staff from across the country.

Impact of the MVM solution

Decreased customer’s backlog of uncollected debt and payments by opening over 31,000 debts and posting nearly 30,000 payments within the first 18 months of the program’s operation.
Substantially increased the customer’s processing capacity by opening on average 150 debts per day.
Supported a 20% increase in investigator staff during the first two years of the program.
Increased the ability of the customer’s 59 field offices without a dedicated investigator to identify, pursue, and successfully solve cases that recovered millions of dollars in assets.

Our Government customer processed tens of thousands of payments and accruals annually in support of mission operations. With almost 100 field offices throughout the country and no centralized mechanism for handling this work, the agency suffered from inconsistent practices, slow processing times, high error rates, and poor audit results. The challenge

The MVM solution

We partnered with our customer to support the launch of a central processing center for nationwide payment and accrual processing. The key to this centralized model was a customized four-part workflow purposefully designed to maximize the quality, speed, and accuracy of work products. Following the workflow implementation, we have continued to support ongoing center operations and continuous improvement initiatives, which have resulted in measurable year-over-year efficiency and accuracy enhancements.

Impact of the MVM solution

Rapidly established a high-volume centralized processing operation, with the center processing over 38,000 transactions and preparing more than $1.3 billion in payments in its second year.
Decreased overall audit sample error rates from 31% to 2% during the first two years of the centralized processing program, helping our customer earn the distinction of having the fewest reporting errors of any agency in their department by the center’s third year.
Increased financial processing rates at the center by 14% and the number of completed actions in support of field offices by over 300% in the program’s third year.

Our Government customer’s primary legacy systems were not meeting its operational and reporting requirements. Utilized to track critical case information, these databases lacked the ability to easily report on key indicators in a consolidated, user-friendly format; did not provide stakeholders with real-time updates; and lacked a transparent and automated business process. The MVM solution

Understanding that replacement of the legacy systems was not a viable option, we built a custom interface that integrated critical data from each system. The new user-friendly interface was compliant with all applicable Government security standards, to include applicable NIST 800-53 standards. It also displayed real-time information on open cases for supervisors and stakeholders, and incorporated an automated business process with customized alerts to ensure cases moved through the department in a timely manner and per regulation.

Impact of the MVM solution

Decreased the wait time for transmission of critical case data to program stakeholders by one full business day.
Allowed customer to access key case information in real-time for up to 140 different case-related activities simultaneously.
Significantly decreased amount of non-productive case time while increasing the speed with which cases could be resolved and closed.

Our Government customer had an international partner with whom there was a need to share highly sensitive information. However, this international partner did not have a reliable personnel security screening program in place, which significantly impeded its information sharing abilities. Read more...

The challenge

The MVM solution

We developed and deployed a comprehensive, American Association of Police Polygraphists-accredited training program at the international partner’s overseas location that included instruction in polygraph, interview and interrogation techniques, process development, and overall security threat management. Both the instruction and materials were delivered in the host country language. Additionally, we developed and implemented a mentorship program to reinforce appropriate techniques and ensure long-term program sustainment.

Impact of the MVM solution

Significantly increased ability for information sharing between two governments by training 22 individuals to become polygraph examiners for the customer’s international partner.
Allowed for hundreds of polygraph examinations to be conducted in one year on prioritized employees of the customer’s international partner using supported and mentored examiners.
Led to the uncovering of numerous criminal and subversive threats to the international partner and possible threats to U.S. national security that were supported by lawfully obtained confessions and admissions.
